Who do you help?
WARM NC serves homeowners who are doing their best to make ends meet, but who don’t have the resources to handle major repairs when something breaks. Many of the people we help have worked hard their whole lives and were able to purchase a home—but rising costs and unexpected repair needs can quickly make a safe home feel out of reach.
These homeowners are our neighbors—people who want to remain in the home they’ve built their lives in. As the cost of essentials like healthcare, medication, transportation, utilities, homeowners insurance, property taxes, and food continues to rise, paying for critical home repairs becomes harder and harder.
For many of the households we serve, WARM is the difference between staying safely at home and facing unsafe living conditions—and in some cases, we may be the only place they can turn for help.
Who needs your services?
WARM NC serves low-income homeowners whose homes are unsafe, unhealthy, or inaccessible—especially when repair needs put a household’s health or daily life at risk. If a home isn’t providing safe and adequate shelter, or if conditions inside the home could endanger the wellbeing of the people living there, our program may be able to help.
Common situations include homes that:
- Have roof leaks or water damage that affect the safety or livability of the home
- Have unsafe floors, steps, or handrails that increase the risk of falls
- Need accessibility improvements, such as ramps, grab bars, or other bathroom safety supports
- Have electrical hazards or outdated or unsafe wiring
- Lack safe entry or exit for residents with mobility challenges
- Have conditions that create health risks, such as moisture problems or poor ventilation
- Require essential repairs that the homeowner cannot afford to complete on their own

What’s the impact of substandard housing?
Substandard housing compromises the health, safety and well being of the residing family. As these citizens function in the community, their condition creates a ripple effect on the schools they attend, area businesses where they work and shop, the property values of their neighbors, and the well-being of the entire community.
When residents are forced to move out because their homes are uninhabitable, they usually move into a group home facility, increasing the burden on the taxpayer and the community’s infrastructure. Specifically, substandard housing can impact the resident in the following ways:
- Illness and disease
- Fires and burns
- Falls and other injuries
- Neurobehavioral conditions in children
- Rodent bites
- Indoor intoxicants
- Employment: absenteeism due to health problems, job loss
- Education: absenteeism due to health problems, lower performance
- Higher criminal activity due to desperation
- Increased healthcare costs
- Poor nutrition and hygiene
- Depression, poor mental health
What specific services do you provide?
WARM NC focuses on safety and health-related repairs and accessibility upgrades. WARM does not complete remodeling or beautification projects. Typical repairs include:
- Roof repair
- Ceiling and sheetrock repair
- Floors/subflooring repair
- Carpentry
- Plumbing repairs for kitchen and bathroom
- Electrical repairs
- Window/door repair and replacement
- Wheelchair ramp construction and repair
- Installation of water heaters and other appliances
Am I eligible for WARM services?
We do our best to make the application process simple. In general, you may qualify for help if you meet these four requirements:
- You must own the home and have lived in it for at least three years. This program serves owner-occupied homes.
- Your home is located in our service area: Bladen, Brunswick, Columbus, Duplin, New Hanover, Onslow, or Pender County.
- Your household income is at or below 50% of your county’s median income.
- Some of our funders allow up to 80% of the county median income, though those funders may have additional requirements.
- The repairs you need relate to health or safety (for example, issues that make the home unsafe, unhealthy, or difficult to access).

How is WARM NC funded?
As an independent 501(c)(3) nonprofit, WARM NC is supported through two main revenue sources: Private support and Government grants and contracts.
Examples of Government and state grants include the Essential Single-Family Rehabilitation Program (ESFR) and the Urgent Repair Program (URP). Nearly 70% of our total funding comes through this source. These funds have specific criteria that WARM must follow, and they are tied directly to home repairs and modifications.
Private support comes from individuals, corporations, private foundations, and special events. These gifts provide WARM with the greatest flexibility to meet a variety of needs from special projects to supplemental funding for home repairs.
Because of this community support, eligible homeowners can receive critical repairs at no cost.
What if I’m not eligible?
If you don’t meet our eligibility requirements, please don’t be discouraged. We may not be able to complete repairs in every situation, but we still want to help you find the next step.
