A homeowner contacts WARM, Inc. at 910.399.7563 to discuss their qualifications.
The homeowner completes an application (dowloadable file on this page, left-hand column) and submits the application with the required documentation.
Homeowner Eligibility is reviewed. WARM, Inc. has only 3 requirements. The applicant must:
- Reside in Bladen, Brunswick, Columbus, New Hanover, or Pender Counties.
- Own and reside in the home in need of repairs.
- Fall at or below 50% of the county’s median income.
Project Eligibility is reviewed. Meeting the above requirements does not guarantee approval of the project. Our personnel will determine if the project falls within the scope of WARM, Inc.’s mission and capabilities. Due to limited resources, we cannot help everyone who is eligible. Highest priority will be given to those with the greatest need.
Once the homeowner and project are approved, the project will be scheduled based on priority and availability of resources. Roof repairs are contracted out, but almost all other work will be completed by volunteers from our community or beyond. Licensed professionals will be contracted according to building codes.

Block by Block is in the planning stage. Responding to the high concentration of need and resources in the City of Wilmington’s urban core, WARM, Inc. saw an opportunity to enhance it services in this area. We are currently developing a business plan and organizing partners to create a program that consists of WARM, Inc.’s traditional home repair services plus these unique elements:
- Beautification: such as exterior painting and light landscaping
- Weatherization: in partnership with other agencies with expertise in this area
- Historic preservation: a natural side effect of rehabilitating older homes
- Heightened sense of community: supporters come from the urban core
- Increased property values: as the other elements work together
